Founder and Principal Consultant
Geoff Dubrow is the Founder and Principal Consultant at Nexus PFM Consulting, a firm dedicated to addressing global challenges like the debt crisis, climate change, and inequality through horizontal collaboration and holistic solutions. A Public Financial Management (PFM) expert with 20 years of experience, Geoff specialises in strengthening parliamentary ex-ante scrutiny of budgets and ex-post oversight of Supreme Audit Institution reports.
Geoff has extensive expertise in supporting parliamentary oversight committees, including Public Accounts Committees (PACs). As an Associate with the Westminster Foundation for Democracy, he has pioneered innovative approaches to enhancing parliament’s legislative and oversight roles in public debt management, advocating for inclusive, multi-stakeholder collaboration.
Geoff also brings specialised knowledge of parliament’s role in advancing gender budgeting, ensuring that women and marginalised populations are central to budgetary decision-making processes. Through his leadership at Nexus PFM Consulting, Geoff champions sustainable, accountable, and inclusive governance practices.
Research, Data and Projects Analyst
Maya Hutmann is a research, data, and project analyst at Nexus PFM Consulting Inc., focusing on projects related to Public Financial Management (PFM) and Gender Responsive Budgeting (GRB). A recent graduate of Queen’s University with a Bachelor of Arts (Honours) in Political Studies and a minor in Film and Media Studies, she has a strong academic foundation in Comparative Politics, International Politics, Gender Politics, and Legislative Studies.
In her role, Maya conducts research and works on projects that involve developing tools, assessments, and reports to support parliamentary and civil society engagement.

Nadishani Perera, the former Executive Director of Transparency International Sri Lanka (TISL), is a visionary leader with a remarkable track record in promoting transparency, accountability, and clean governance. Under her dynamic leadership from 2021 to 2024, TISL became a beacon of hope in the fight against corruption and a champion for civic rights and democratic principles.
Nadishani led groundbreaking initiatives, including Sri Lanka’s first-ever ‘Civil Society Governance Diagnostic Report on the Anti-Corruption Landscape of Sri Lanka’, setting a new benchmark for civil society engagement and governance reforms towards economic recovery.
Associate
Jason has over 20 years of experience in the nonprofit and community development world. He focused his academic studies in language and communications studies at the Universite de Moncton. He is a practitioner of Art of Hosting and Applied Improv.
Throughout his career, Jason has held positions in many nonprofit organizations focused on youth arts and culture capacity building and social innovation. His strong and adaptable skills as a group facilitator help him to guide groups in findings clarity, common purpose and work better together in meaningful ways, creating spaces for learning, innovation and co-creation.
